SWE-bench for Qiskit

Objective

The project aims to build an software engineering (SWE) agent for an open-source project similar to SWE-bench work https://openreview.net/pdf?id=VTF8yNQM66. Since the scope includes multiple tasks, this framework will be a multi-agent orchestrator with different agents doing different tasks such as git PR reviews, evaluating nature and importance of issues, planning and code generation to solve important issues, involving complex reasoning that goes beyond code generation. We will work with the Qiskit (github.com/Qiskit) as the open-source project on which we will test this SWE-bench.
